So, since it's winter time (and almost Xmas time), I guess I should post this. Here are the actions that actually create some snow coverage. They are semi-automated: during the process you will be prompted several times to set selection, etc.
Effects come with masks, so you'll be able to alter them. Create winter photo effects with snow and snowing effects added in a non-destructive way.
